Bathroom heaters use Infrared heating elements, these heaters radiate heat down onto your body to create warmth, they are not very good at heating the air in a room. Only turn them on when you are in the bathroom standing underneath it to feel its warmth. Turning it on 15minutes before using the bathroom is not really worth it as it may just eventually heat some of the tile floors but you will be using a reasonable amount of electricity in doing so.
